What is Access for Life?

Access for Life is a permanent one-half percent sales tax in the City of El Dorado to create a dedicated local funding source to support ongoing costs including facility maintenance, upgrades, renovations, expansions, and essential medical equipment. All funds collected must stay local and be used specifically for hospital-related needs.

Why is this being proposed now?

Our hospital faces rising operational costs, staffing challenges, and financial pressure that many rural hospitals across the country are experiencing. Local action now helps preserve access to quality healthcare close to home and creates a more attractive opportunity for partnership affiliations.

Why is this a City of El Dorado initiative and not a Union County election?

This measure is a city sales tax, not a county or state tax. Only voters who live within the city limits of El Dorado are eligible to vote because the city is the taxing entity and the revenue will be collected and used for maintenance to the hospital facilities, which will be owned by the City of El Dorado.

How much is a half-cent sales tax?

A half-cent sales tax means an extra 50 cents on every $100 spent on taxable purchases. It’s a small amount per purchase that creates a reliable funding source for the hospital.

Who will oversee the tax collections and how the money is spent?

The El Dorado City Council will oversee the use of all funds generated by this tax. By law, the revenue must be used only for the purposes approved by voters. In addition, the funds will be subject to an annual audit by the State of Arkansas, providing transparency and accountability to taxpayers.

Will this tax help create a long-term solution for our hospital?

Yes. The revenue will make it possible to continue offering essential emergency and medical services in El Dorado, reducing the need for residents to travel long distances for care. A dedicated local revenue source helps strengthen the hospital’s financial position and makes it a stronger partner in future healthcare collaborations, such as a potential affiliation with Baptist Health System — helping ensure services remain here for years to come.

When can I vote on this measure?

Early voting begins on February 16, 2026 and Election Day is on March 3, 2026.  All voting takes place at the El Dorado Municipal Auditorium.
